The 87th Contracting Squadron is seeking information from industry for the purpose of conducting market research for VMware Cloud Foundation software licensing. This notice does not obligate the Government to award a contract or any other type of contractual document.


THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME.


Statement of Characteristics


The 87th Communications Squadron requires enterprise-grade virtualization software licensing to support its IT infrastructure. The requested VMware Cloud Foundation software licensing is intended to sustain and modernize critical environment functionality, support mission readiness, and maintain operational efficiency.


Specifications


The Government is seeking sources capable of providing VMware Cloud Foundation software licenses and standard manufacturer support. This requirement is strictly for software and licensing only. No hardware installation, site readiness validation, physical decommissioning services, or on-site labor are required.


The anticipated requirement includes VMware Cloud Foundation annual subscription licensing for a base year, with optional additional licensing periods for Option Years 1 through 4. The contractor shall provide the exact software part numbers and quantities identified in the Statement of Work, to include VMware Cloud Foundation annual subscription licensing and any required external ordering fee.


The requested licensing must include a standard manufacturer software subscription and support coverage for the duration of the active license term. Support shall include access to all software updates, security patches, and remote technical support provided by the vendor. The primary deliverable is proof of entitlement and license keys, provided electronically to the designated Government Point of Contact upon award.


The anticipated periods of performance are as follows:


Base Year: 02/01/2026 – 08/05/2026
Option Year 1: 08/06/2026 – 08/05/2027
Option Year 2: 08/06/2027 – 08/05/2028
Option Year 3: 08/06/2028 – 08/05/2029
Option Year 4: 08/06/2029 – 08/05/2030
