AI Contract Overview
The Department of Veterans Affairs, through Network Contracting Office 7, is seeking a firm-fixed-price contract for the rental of a temporary 2-megawatt portable generator system to support emergency and operational power needs at the Carl Vinson VA Medical Center in Dublin, Georgia. This acquisition is conducted as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under the NAICS code 532490, with a size standard of $40 million, and follows the streamlined procedures of FAR Part 12 and Part 13. Offerors must provide a complete quotation package including a signed SF-1449, a detailed Price Schedule, a Technical Capability Narrative, past performance references, and all required certifications, submitted as one complete PDF via email. The contract’s period of performance is 183 calendar days, with delivery and performance occurring at the medical center under FOB destination terms, and all work must comply with federal, state, and local regulations, including OSHA and NFPA safety standards. Technical acceptability is evaluated on a pass/fail basis, focusing on the ability to deliver, install, operate, maintain, and remove the generator system, along with emergency response readiness, while award will be made on a Lowest Price Technically Acceptable basis to the responsible offeror with the lowest-priced, technically acceptable quote, with no discussions or trade-offs permitted. The contract incorporates key FAR clauses related to ethical conduct, trade agreements, tax levies, executive compensation reporting, and workplace safety, including prohibitions on texting while driving and security exclusions, and enforces strict subcontracting limitations, restricting payments to non-SDVOSB subcontractors to 50% of total contract value for services, excluding material costs. Payment will be processed electronically via EFT and through the VA EIPP system, with invoicing prohibited via email or fax. All offerors must certify their SDVOSB status in SAM.gov, provide their Unique Entity ID and relevant CAGE codes, and comply with all socioeconomic representation requirements. No pricing data has been filled in the solicitation, and the contract value is not specified, as it will be determined upon award based on submitted quotations.
