AI Contract Overview
This solicitation, issued as a combined synopsis and Request for Quote (RFQ) under number FA462526Q1030, seeks the supply and installation of three integrated vacuum compressor systems at Whiteman Air Force Base in Missouri, with each system serving one or two aircraft maintenance bays. The contractor is required to remove an existing defunct system and install new sled-mounted units equipped with Ingersoll Rand V255D5 vacuum pumps or approved equivalents, 80-gallon steel receiver tanks, automated control panels, and associated components, all meeting strict performance requirements including a 98 kPa (29 in Hg) vacuum level and 1.70 m³/min free air delivery on a 200V, 3-phase, 60Hz power supply. Work must be completed within 120 days after receipt of order during standard working hours, with full compliance to FOD control, operational security rules under AFI 31-101 and the 509 OSS OPSEC Program, and site-specific access protocols requiring advance submission of personnel information for base badges. All proposals must be submitted as a single email not exceeding five pages, including a firm-fixed-price quote and a detailed technical narrative proving compliance with the Performance Work Statement, as quotes with pricing alone will be rejected. The procurement is a 100% total small business set-aside under NAICS code 238290, with a small business size standard of $22 million in annual receipts, and awards will follow the Lowest Price Technically Acceptable (LPTA) method, meaning technical acceptability is a pass/fail gate and price is the sole determining factor among qualified offerors. Offerors must be active in the System for Award Management with a valid Unique Entity Identifier and self-certify as small businesses. The contract includes a minimum three-year warranty effective from final government acceptance, requires adherence to strict site security and housekeeping standards, and prohibits the use of personal electronic devices or photography on base without authorization. While no formal FAR clauses are listed, the solicitation incorporates functional equivalency through repeated “or equal” allowances for specified components. Quotes must be received by 12:00 PM CST on August 13, 2026, via email to the designated contracting specialists, and must reference the correct RFQ number in the subject line. All questions must be submitted by August 6, 2026,
