Please note that this requirement is currently in the pre-solicitation phase and no Request for Quotations (RFQ) is available for release at this time.


The U.S. Embassy Singapore anticipates issuing a solicitation for Work Injury Compensation Insurance coverage and Administrative Services for all Locally Employed Staff at the U.S. Embassy located in Singapore.


The insurance coverage must comply with the Singapore Work Injury Compensation Act (WICA) and all applicable regulations and requirements in effect at the time of contract award and performance. 


The anticipated performance period is September 1, 2026, through August 31, 2027, with no option periods currently contemplated


All responsible sources may submit a quotation in response to the forthcoming RFQ, which will be considered.


The RFQ is not available at this time. The Government anticipates posting the RFQ on SAM.gov upon release. Certain sensitive supporting information necessary for quotation preparation, including employee position titles, compensation information, and pricing schedules, may not be publicly posted and may be provided only to interested vendors that demonstrate they are duly licensed, authorized, and legally permitted to provide Work Injury Compensation Insurance in Singapore.


Interested vendors may request additional information by submitting a written request via email to SGProcurementRFQ@state.gov. Requests should include the company name,  point of contact, email address, telephone number, and evidence of authorization or licensing to provide Work Injury Compensation Insurance in Singapore.


The Government may award the contract without discussions and reserves the right to do so based on initial quotations received. 


The resultant contract will be a firm-fixed-price (FFP) contract.


All contractors must be registered in the System for Award Management (SAM) at https://sam.gov prior to submitting an quotation pursuant to FAR 52.204-7. Therefore, quoters are encouraged to register prior to the submission of their quotation.

Performance of this contract will take place in Singapore.  Prospective quoters must possess all required local licenses, permits, and authorizations necessary to operate legally in Singapore. Contractors must comply with all applicable Singapore insurance, labor, safety, and tax regulations.  This acquisition will include DOSAR clause 652.242-73 – Authorization and Performance (AUG 1999).

Prospective quoters must be able to licensed or authorized to provide Work Injury Compensation Insurance services in Singapore and maintain all required approvals, registrations, and authorizations from the Ministry of Manpower (MOM) and other applicable regulatory authorities.   


Quoters must comply with all relevant requirements governing Work Injury Compensation Insurance in Singapore and all applicable Singapore laws and regulations throughout contract performance. 


Electronic quotations will be accepted. Instructions for submission, including the quotation due date and time, will be provided in the RFQ. Quotations shall be submitted electronically to SGProcurementRFQ@state.gov
