The Department of Veterans Affairs is soliciting lease proposals for a consolidated medical clinic in Kalamazoo, Michigan, under solicitation number 36C25026R0006, which is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The requirement calls for a minimum of 10,000 ABOA square feet of medical office space and 77 surface parking spaces, including seven ADA-compliant spaces, with the option for the space to be in an existing or newly constructed multi-tenant building, though not a build-to-suit solely for VA use. The lease term can extend up to 20 years, with flexible term options including 10-year firm, 15-year, 10-year firm with a five-year non-firm extension, or 15-year firm with a five-year non-firm extension, with the final term to be confirmed through amendment after substantial completion and government acceptance. The solicitation defines ABOA as the usable area after subtracting non-programmatic and common areas like elevators, mechanical rooms, and public corridors, and specifies that the space must fall within a clearly delineated geographic boundary in Kalamazoo. Proposals must be submitted electronically by June 4, 2026, at 3:00 PM Eastern Time, with all submissions required to be in PDF format, under 20 MB, and sent exclusively to VA-designated email addresses—paper submissions are not accepted. Offerors must be registered in SAM and hold a valid Unique Entity Identifier, with mandatory certifications including the Offering Entity Acknowledgement Form, Contractor Confidentiality Certificate, and AbilityOne Offeror Certification. The evaluation is based on five weighted factors in descending priority: building design concept, site development, project management and operational plan, past performance, and price, evaluated using a present value scoring method. Technical compliance requires adherence to Exhibit B’s Agency Specific Requirements, which include compliance with federal and local codes, Legionella mitigation, OIT-telecom standards, janitorial service provisions, and FSL Security Level II protocols. The lessor must provide detailed cost submissions via the Tenant Improvement Cost Summary (TICS) worksheet, Lessor’s Annual Cost Statement (GSA Form 1217), and Proposal to Lease Space (GSA Form 1364), with tenant improvements either paid as a lump sum or amortized into the shell rent.
