Youth Basketball Officials

The City of Norfolk, through its Department of Parks and Recreation, is seeking a responsible vendor to provide certified amateur basketball officials for youth basketball games. The scope of work includes providing knowledgeable and proficient officials for approximately four regular season game sites and four playoff game sites. Services cover various age groups from 8U through 17U, with a specific requirement for two officials per game. The contractor must ensure officials arrive in full uniform at least 15 minutes before the first scheduled game and maintain the flexibility to accommodate schedule changes with 24 hours notice. The contract will be awarded to the lowest responsive and responsible bidder based on the grand total bid amount. To be eligible for payment, officials must sign game day logs at each site, and the contractor must submit weekly invoices to the League Commissioner for payment on a net 30 day basis. Bidders must submit their proposals electronically by September 21, 2026, including a completed cover page and required attachments A through F. Comprehensive insurance coverage is mandatory, including Commercial General Liability, Automobile Liability, Professional Liability, and Worker's Compensation. Additionally, the vendor must comply with federal immigration laws, non-discrimination policies, and ADA accessibility standards.
