PLA Survey for Human Performance Wig Lab at WPAFB
Solicitation # W912QR27RA0TN
The U.S. Army Corps of Engineers Louisville District is conducting a market survey via special notice W912QR27RA0TN to gather industry feedback on the potential use of Project Labor Agreements (PLAs) for a large-scale construction project at Wright-Patterson Air Force Base. The project involves the construction of a two-story laboratory and research facility with an estimated value exceeding 35 million dollars. The scope of work includes a reinforced concrete floor slab, poured concrete foundation, structural steel frame, precast concrete exterior wall panels, and a flat membrane roof. Specialized requirements for the facility include Intelligence Community Directive (ICD) 705 compliance, RF shielding, precise HVAC and humidity controls, vibration isolation, secure and non-secure laboratory and administration spaces, and the construction of over 100 parking spaces. This notice is strictly a survey to determine if requiring a PLA would advance the government's interest in economy, efficiency, and labor-management stability, as outlined in FAR Provision 52.222-33 and Clause 52.222-34. The government is seeking information regarding local skilled labor shortages, the history of PLA use in the area, potential cost impacts, and whether such a requirement would discourage firms from bidding. No proposals are being accepted at this time. Interested parties must submit their comments and responses to the specified questions via email to Thomas Nauert by 2:00 PM Eastern Standard Time on October 7, 2026.
