AI Contract Overview
This solicitation, numbered 36C24126Q0426 and issued by the Department of Veterans Affairs through the 241-NETWORK Contract Office 01, is a combined synopsis and solicitation for the repair and replacement of a failed Copeland Scroll compressor (Model ZP180KCE-TWD-961) on AHU 21 Chiller at Building B200E of the Togus VA Medical Center in Augusta, Maine. The work requires a 1-for-1 replacement with no resizing of existing 1 1/8” liquid line piping, full system integration including electrical and controls, and proper disposal of old components. The compressor cannot be isolated during replacement; the entire refrigerant circuit must be fully recovered and cannot be reused, and fresh oil must be added to the system after installation. All work must comply with VA, federal, and local codes, including ICRA/PCRA protocols, HIPAA, and OSHA standards, and must be performed during normal business hours (7 am–4 pm, Monday through Friday), unless otherwise approved. The contractor must ensure all personnel hold required OSHA certifications—a 30-hour certification for superintendents and a 10-hour certification for all subcontractors—and obtain a VA-issued PIV badge for site access. No contractor trailers or on-site storage are permitted, and material deliveries must be scheduled to minimize on-site retention. Performance must be completed within 90 days of Notice to Proceed, and the contractor is responsible for all inspections, testing, submittals, and documentation. The solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 811310, with a strict subcontracting limitation that no more than 50% of the government-paid contract amount may be paid to non-certified subcontractors. The contract type is Firm Fixed Price, and the Government will evaluate offers using a trade-off approach, prioritizing Technical capability, then Past Performance, Price, and Certification, with certification being an acceptable/unacceptable binary factor. The contract requires full compliance with FAR clauses including 52.212-1, 52.219-28, 52.219-33, 52.209-6, 52.204-10, 52.204-27, and VAAR 852

Specifically, we would like to confirm whether the compressor can be isolated during the replacement process, or if the addition of new refrigerant will be required. Isolating the compressor during replacement is not possible. The refrigerant from the entire circuit must be recovered and, because of the nature of the failure, cannot be reused. Additionally, during installation, the oil equalizer line will need to be drained, and fresh oil should be added to the circuit to ensure proper system functionality
