Zeta Solar and Battery Energy Storage System Project

The Zeta Solar Generation and Battery Energy Storage System Project involves the construction, operation, maintenance, and decommissioning of a photovoltaic solar power generation facility and a battery energy storage system. Located on approximately 650 acres in Merced County, California, the project is designed to generate about 75 megawatts AC of renewable energy with a storage capacity of up to 8 hours of 75 MW AC. The infrastructure includes an onsite project substation and a 1,700-foot-long generation-tie line to deliver power to the existing Pacific Gas and Electric Mercy Springs Substation. The project is led by the County of Merced and was approved under Conditional Use Permit No. CUP22-015 on February 26, 2025. On August 26, 2025, the County approved the Solar Benefits Agreement Implementation Plan, which confirmed compliance with the California Environmental Quality Act through a certified Environmental Impact Report and a Mitigation Monitoring and Reporting Program. The project is associated with State Clearinghouse Number 2023070088 and is being implemented by Zeta Solar, LLC.
