Debris Removal and Monitoring Services

The State of Oklahoma, acting as the Lead State for NASPO ValuePoint, has established a multiple-award Master Agreement under solicitation EV00000453 for Debris Removal and Monitoring Services. This cooperative contract provides state and local government entities across the United States with access to FEMA-qualified contractors for both emergency and non-emergency debris operations. The agreement is structured with an initial two-year term and potential renewals for up to seven years total. Services are divided into twelve specific debris categories, including vegetative, construction and demolition, hazardous waste, and electronic waste, with suppliers awarded based on their ability to provide either removal, independent monitoring, or both. The procurement process utilized a best-value trade-off approach, scoring proposals based on technical criteria (700 points) and cost (300 points), with a minimum threshold of 650 points required for eligibility. To ensure the best overall value and transparency, purchasing entities are encouraged to conduct a second round of competition by issuing project-specific Requests for Quotes to the awarded contractors. The contract mandates strict adherence to federal regulations, specifically 2 C.F.R. Part 200 and EPA standards, to ensure reimbursement eligibility under FEMA Public Assistance Grants. Key requirements include the submission of debris management plans, GPS-tracked load tickets, and compliance with various state-specific addenda, such as those for Hawaii and South Carolina.
