His responsibilities include developing solicitation documents, evaluating technical and cost proposals, negotiating contract terms, and ensuring compliance with federal acquisition regulations. He specializes in large-scale civil engineering acquisitions, primarily focused on highway, bridge, and road construction in remote and environmentally sensitive areas, ensuring safe, durable, and sustainable access to national parks, forests, and Native American territories. Phillips maintains consistent working relationships with a core group of experienced contractors, including MARTIN BROTHERS CONSTRUCTION, MCCULLOUGH CONSTRUCTION INC., WEST COAST CONTRACTORS, INC., S.T.RHOADES CONSTRUCTION INCORPORATED, and SEB ENGINEERING INC.
