Richard Moothery

Richard Moothery serves in a secondary procurement role, supporting the agency's acquisition mission through the management of specialized contracts. The agency demonstrates a strong commitment to small business participation, with a significant majority of acquisitions designated as Total Small Business Set-Asides. A small percentage of awards are designated as 100% small business set-asides, while a minority of contracts are pursued without set-aside restrictions. The procurement focus is heavily concentrated in the food and agricultural sectors. Primary technical expertise and acquisition activity are centered on miscellaneous food manufacturing, dairy cattle and milk production, and cheese and creamery butter manufacturing. Additionally, the office handles the procurement of refrigeration equipment and supplies.
