The Naval Air Systems Command (NAVAIR) plans to negotiate a sole source Delivery Order under Basic Ordering Agreement N00019-04-G-0018 with Raytheon Missile Systems for the design, development, testing, assembly, documentation, and delivery of Captive Air Training Missiles (CATM) and their associated containers and drawings. This effort supports Program Management Air (PMA-201), Strike Weapons, and reflects Raytheon's exclusive qualifications and extensive experience with the Joint Standoff Weapon (JSOW) platform, which it has developed and modified since the early 1990s. The government has determined that Raytheon is the only qualified source to fulfill these requirements, and as such, this is not a competitive solicitation. The contract award is contingent upon Raytheon's registration in the Department of Defense's Central Contractor Registration database. The government does not commit to issuing a solicitation or awarding a contract and is not responsible for any costs incurred prior to such an award. This presolicitation notice was posted on January 6, 2005, under the NAICS code 336414, aligned with aerospace product and parts manufacturing. For questions or additional information, the designated contract specialist is Dani K. Correll at NAVAIR. The overall effort reaffirms the government's intent to leverage Raytheon's unique technical knowledge and long-standing role in JSOW development for continued support of training missile systems essential to strike weapon capabilities.
