27020 As Needed Bus Services

Tulsa Public Schools is soliciting proposals for solicitation number 27020 to establish contracts with multiple qualified transportation providers for as-needed bus services for students and staff. The goal is to secure safe, reliable, and timely transportation when district-owned options are unavailable or unsuitable. The initial contract term runs from the date of award through June 30, 2027, with the possibility of four optional one-year renewals extending the agreement through June 30, 2031. Proposals must be submitted electronically via the Beacon Bid Portal by September 29, 2026. Selected vendors must provide licensed drivers and vehicles that are no more than 15 years old and comply with Federal Motor Vehicle Safety Standards, USDOT, and FMCSA regulations. Motor coach carriers are required to maintain a satisfactory FMCSA safety rating and a valid USDOT number. Evaluation of proposals is based on cost and fee structure (35%), experience and qualifications (20%), vehicle fleet and availability (20%), compliance and safety programs (15%), and references and past performance (10%). The contract requires strict adherence to non-discrimination laws, the Americans with Disabilities Act, and various federal and state regulations, including the Clean Air Act and the Davis-Bacon Act. Required submission documents include a pricing summary, references, and sworn affidavits regarding non-collusion and felony history. Payment terms are Net 30 days upon receipt of an itemized invoice, though the district may optionally use purchasing or bank cards. Tulsa Public Schools does not guarantee any minimum volume of service, as all transportation is requested on an as-needed basis.
