The Massachusetts Department of Elementary and Secondary Education is seeking partners to support the visioning, development, and delivery of statewide professional learning and coaching for educator preparation programs. The primary objective is to align licensure programs for Early Childhood, Elementary, and Moderate Disabilities PK-2/PK-8 roles with the 2024 Early Literacy Program Approval Criteria. This engagement spans three fiscal years from FY27 through FY29, consisting of a base year and two optional one-year renewals. The scope of work is divided into project management and early literacy content-specific task streams, with key deliverables including shared visioning and planning, the execution of professional learning communities, conference management for an annual event, and the development of a resource hub. The total potential contract value is 1,150,000 dollars, with a maximum obligation of 350,000 dollars for the initial base year. Bidders must demonstrate expertise in evidence-based, culturally and linguistically sustaining early literacy teaching and have a track record of providing high-quality professional learning to education preparation faculty. This procurement is covered under the World Trade Organization and requires compliance with the Commonwealth of Massachusetts standard contract forms, including a mandatory Supplier Diversity Program commitment of at least 1 percent. All deliverables developed using Commonwealth funds will be the property of the department, and vendors must adhere to state and federal anti-discrimination laws and digital accessibility standards.
