The White River Junction VA Medical Center has awarded a firm-fixed-price GSA contract to Itamar Medical, Inc. for the WatchPAT One Direct Program. This sole-source procurement, conducted under FAR 8.405-6(a)(1)(B) and GSAM/R 538.7104-3(b), is based on the unique technical capabilities of the WatchPAT ONE device and its associated services. The system is the only solution currently meeting the VA's minimum requirements for a FedRAMP-authorized Somnoware workflow that supports direct-to-patient shipping, secure data ingestion, and seamless integration with the VA's CPRS and Cerner electronic health record systems. The procurement addresses critical staffing shortages and outdated equipment by providing a disposable, single-use home sleep apnea testing solution that eliminates the need for sensor reprocessing and ensures a high first-night success rate. The contract provides for the annual procurement of 500 disposable devices and associated services at a unit price of $219.00 per study. The total potential contract value is estimated between $109,500 for the base year and $547,500 over the full performance period. The period of performance spans 60 months, consisting of a base year running from December 31, 2025, to December 30, 2026, followed by four one-year options extending through December 30, 2030. Under a drop-ship model, Itamar Medical is responsible for shipping devices directly to veterans and providing 24/7 technical support, while the VA maintains clinical oversight and digital acceptance of the study data transmitted via the secure cloud platform.

Full Description

White River Junction VA Medical Center has awarded a firm-fixed GSA contract to Original Equipment Manufacturer large business Itamar Medical for the purchase of the WatchPAT One Direct Program through GSA contract 36F79723D0108.
This determination is made under FAR 8.405-6(a)(1)(B), which permits limiting sources when only one solution can meet the Government s minimum needs for unique or highly specialized services. The VA s minimum need is not a specific device brand but a FedRAMP-authorized Somnoware workflow that supports direct-to-patient shipping, secure ingestion, and integration with VA s CPRS/Cerner systems. At present, only WatchPAT ONE Direct Services meets these requirements in VA s production environment.
Implementing alternatives would require new Somnoware integration, FedRAMP authorization for associated cloud workflows, and VA security assessments processes that typically take months and introduce unacceptable delays and costs, jeopardizing continuity of care for Veterans.
The VA remains committed to competitive acquisitions in the future and will consider vendors who achieve FedRAMP-authorized Somnoware integration and demonstrate operational readiness for direct-to-patient workflows.
