This contract involves the procurement of 379 units of a specialized ship hull paint system, specifically an anticorrosive and antifouling coating compliant with Military Specification MIL-PRF-24647C, dated September 24, 2001. The product required is Interspeed 640 BRA 642 AF Black Polishing Antifouling paint manufactured by AKZO NOBEL International Paint, Co. This antifouling system is designed for underwater hull application, meeting stringent performance criteria including a minimum service life of five years without failure, suitability for use below 40 degrees Fahrenheit, and compliance with environmental regulations governing volatile organic compound (VOC) content and hazardous air pollutants as defined by the U.S. EPA. The paint contains copper and copper oxides but no TBT, with VOC emissions restricted to a maximum of 385 grams per liter. The contractor must provide certificates of compliance in line with EPA standards as well as proper labeling on paint containers indicating adherence to emission standards. Packaging requirements specify that the paint be delivered in 5-gallon, welded steel pails with solvent-resistant gaskets and bale-type handles, adhering to regulatory requirements for freight classification and shipment. Palletization must follow detailed size, weight, and stacking specifications to ensure product integrity during transport, including restrictions on pallet materials for shipments destined for the European Union. This contract also emphasizes compliance with both domestic and international regulations and includes exceptions to certain technical document standards. Bidders are required to submit verification that they will supply the specified International Paint product along with Material Safety Data Sheets (MSDS), with all bids due by October 19, 2002.
