This contract requests the supply of 300 epoxy coating kits, each consisting of two components—an epoxy resin and a curing agent—combined to a total volume of one kilogram per kit. The coating is green, matching the FED-STD-595B color number 24272, and is intended for use on metal and concrete surfaces exposed to marine environments. The product is a 100% solids, nonflammable epoxy with a maximum volatile organic compound content of 50 grams per liter, suitable as a primer, intermediate, or topcoat with a long pot life. Age upon delivery must not exceed two months, and reinspection is required within 12 months of manufacture. The coating must comply with Section 112 of the Clean Air Act and U.S. EPA standards for shipbuilding and ship repair coatings, with certificates of compliance provided based on EPA Method 24 or known coating characteristics. Labeling requirements include statements confirming compliance with hazardous air pollutant standards and volatile content ratios. Packaging must consist of multiple friction-closure metal cans that prevent leakage or contamination, with kits assembled to avoid component separation during transit. Kits smaller than two gallons must be packed in corrugated fiberboard boxes weighing no more than 65 pounds, conforming to specified freight classification rules, while larger containers like pails or drums must meet Department of Transportation regulations. All packaging and marking must follow appropriate military or federal standards, including National Stock Numbers, specification details, manufacturer information, production dates, and handling instructions. Bidders are required to specify FOB or destination shipping terms, provide product Safety Data Sheets, and ensure the epoxy kits are manufactured in the USA. Bids must be received by the close of business on August 26, 2002, via fax or email to the designated contact.
