This contract calls for the supply of two epoxy coating kits, totaling 560 kits, each containing two components: epoxy resin and curing agent, combined to equal one kilogram per kit. The product is a gray epoxy coating conforming to FED-STD-595B color standard number 26270 and is designed for use on metal and concrete surfaces exposed to marine environments. It meets strict safety criteria, being nonflammable and having a volatile organic compound content limited to 50 grams per liter, compliant with the Clean Air Act emissions standards for shipbuilding and repair. The coating has a long pot life and can be used as a primer, intermediate, or topcoat. Each delivery must be no older than two months, with reinspection due 12 months after manufacture. Packaging requirements specify that kit components must be sealed in metal cans under commercial packaging practices that prevent chemical interaction or leakage, and kits must be packaged to avoid separation of components. Finished kits smaller than two gallons must be packed in certified corrugated fiberboard boxes weighing no more than 65 pounds. Marking of all packaging must comply with federal or military standards for shipment. Suppliers must provide certification of compliance with EPA volatile organic compound regulations and include certification labels on the product containers.
