This contract calls for the supply of an antifouling and anticorrosive paint system designed specifically for ship hulls, compliant with Military Specification MIL-PRF-24647C (dated September 24, 2001) and approved under QPL-24647-6. The paint, identified as Interspeed 640 BRA640-Red Polishing Antifouling, is an ablative antifouling topcoat containing copper-based toxic agents but is free of tributyltin (TBT). It is formulated for use in underwater applications and for waterline areas (boottop) with a service life of five years, suitable for low-temperature conditions below 40°F. The product is delivered in 18.9-liter (5-gallon) resin-lined steel pails meeting specified packaging and marking standards, with a requirement that paint age does not exceed three months at delivery and includes a two-year reinspection interval. The contract specifies three separate orders totaling 129 gallons and includes detailed compliance with environmental regulations, particularly the Clean Air Act Section 112 and EPA NESHAP standards for hazardous air pollutants. Offerors must provide certificates of compliance demonstrating VOC content and other criteria per EPA testing or known paint characteristics. Labeling must include certification of compliance with NESHAP and VOC content ratios. The contract allows some flexibility for inspection facilities unless disapproved by the government and sets guidelines for waste classification and handling. All bids must include a Material Safety Data Sheet (MSDS) and be submitted by a specified deadline to the designated contact.
