This contract covers the supply of anticorrosive and antifouling paint systems specifically designed for ship hulls, compliant with Military Specification MIL-PRF-24647C and related QPL requirements. The paint, identified by NSN 8010-01-339-8707, includes seven separate orders with varied quantities totaling several containers of 18.9 liters (5 gallons) each. The paint adheres to strict VOC limits, toxicity standards, and is copper-based without tributyltin (TBT). Its applications cover various coatings for use in conditions below 40°F, with a minimum service life of five years. All products must be fresh, with a maximum age of three months upon delivery and a reinspection date set at 24 months post-manufacture. The contractor must provide certification of compliance with EPA emissions standards for hazardous air pollutants, specifically meeting NESHAP requirements for shipbuilding coatings. Packaging and marking are detailed to ensure durability and compliance with freight and transportation standards, including the use of welded steel pails with organic solvent-resistant gaskets and wire bale handles. Container labeling requires certification statements about NESHAP compliance and VOC content, while markings on packages must follow military or federal standards depending on the delivery context. Exceptions to some technical documentation and inspection procedures are noted, allowing contractor flexibility unless otherwise disapproved. The contract stipulates submission of a Material Safety Data Sheet (MSDS) with bids, and all bids must be submitted to the specified contact by the stated deadline.
