AI Contract Overview
The Bureau of Indian Affairs, Office of Justice Services, is conducting market research to identify qualified vendors capable of supplying food and beverage services to five detention facilities in District I, which encompasses North Dakota, South Dakota, and Nebraska. The scope encompasses the daily delivery of a comprehensive range of food items including perishables, meats, frozen foods, fresh produce, dairy, breads, non-perishables, canned goods, pastas, condiments, beverages, and other staples to support approximately 220 inmates per day across all locations, with meals and snacks provided three times daily. Vendors must demonstrate the ability to service all five detention centers—Standing Rock, Turtle Mountain, Fort Totten, Lower Brule, and Yankton—requiring robust logistics capabilities including cold chain compliance, fleet readiness, and emergency delivery protocols. The government is specifically assessing the availability of Indian Small Business Economic Enterprises (ISBEEs), Indian Economic Enterprises (IEEs), small businesses, and large businesses capable of meeting tribal and nationally recognized nutritional standards. Vendors are invited to submit a capability statement of no more than ten pages detailing their company information, CAGE and UEI codes, business size status under NAICS 722310, geographic coverage confirming delivery to all sites, past performance in institutional food supply, and logistical infrastructure. No pricing information is required, and this notice is strictly for market research and planning purposes with no intention to award a contract or blanket purchase agreement at this time. Submissions must be sent via email to Lara.Wood@bia.gov by June 8, 2026, with the designated subject line, and no reimbursement will be provided for response-related costs. All information gathered will inform potential future procurement strategies, including the feasibility of awarding contracts to multiple ISBEEs or establishing a multi-vendor supply structure.
