NASPO Commercial Card Services
Solicitation # 03926
The Washington State Department of Enterprise Services, in partnership with the National Association of State Procurement Officials, is conducting a pre-solicitation process via Request for Information 03926 to establish a Cooperative Purchasing Master Agreement for Commercial Card Services. This initiative seeks industry feedback on draft solicitation documents to refine requirements for a national program. The scope of services encompasses a wide array of payment solutions, including purchase cards, travel cards, virtual and single-use cards, integrated one cards, declining balance or managed spend cards, emergency cards, and electronic payables. The procurement process focuses on gathering data regarding card technology, reporting capabilities for various entity types such as K-12 and higher education, and the ability to interface with e-procurement systems. Evaluation criteria for the future solicitation will include non-cost factors such as data security, AI governance, fraud prevention, and cyber incident response, alongside a bid price structure involving rebates and incentive shares. While the current RFI phase is for research purposes and will not result in immediate contract awards, the final competitive solicitation is expected to be released in January 2027, with the intent to award a contract to the highest scored, responsive, and responsible bidder.

This amendment corrects the classification of a notice related to contract 0405RQ42547, changing it from a presolicitation notice to a special notice issued by the Minerals Management Service (MMS) under the Department of the Interior. The MMS Procurement Operations Branch is managing this procurement, which involves a sole source award planned for Multi Service Corporation to provide financial management support to the US Army Program Management Office (Army PMO). The contract supports the Army PMO’s requirement to use the Army Petroleum Center for aviation fuel when operating outside their garrisons. The Army Petroleum Center has delegated financial management duties to Multi Service Corporation, which processes payments for fuel using credit card services. The Army PMO uses GovWorks for contracting and financial activities related to payments to Multi Service Corporation. The contract value is estimated at $3.1 million, including two option periods. Importantly, this notice is not a solicitation for competitive quotes but serves to inform interested parties. Any feedback received by April 25, 2005, will be reviewed by the government, though the decision whether to open the contract to competition remains at the government's discretion. The Department of the Interior’s Acquisition Management Division is responsible for administering this contract from Sterling, Virginia.

This amendment is being issued on tthe presolicitation notice for 0405RQ42547. This amendment is being issued because this notice was inadvertently issued as a presolicitation notice and was intended to be issued as a special notice. The US Department of the Interior's Minerals Management Service (MMS)-GovWorks, Procurement Operations Branch, is the contracting office for this procurement. MMS intends to make a sole source award to Multi Service Corporation for the US Army Program Management (Army PMO). This requirement is to provide financial management support for the Army PMO. Army PMO is required to use the Army Petroleum Center as a mandatory source for aviation fuel to be used by Army aircraft when away from their garrisons. The Army Petroleum Center has outsourced their financial management of this requirement to Multi Service Corporation which uses credit cards as a payment service in order to pay for fuel used by the Army PMO. Army PMO uses GovWorks for contracting and financial support in order to pay Multi Service Corporation for their credit card services in paying for the fuel used by Army PMO. The total value of this order is estimated to be $3.1 million, including two option periods. This is NOT a request for competitive quotes. The intent of this Special Notice is for informational purposes only. However, all information received by Close of Business 25 April 2005, will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.

V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.
