The U.S. Department of Energy (DOE), Office of Intelligence, Energy Security Division (ESD) intends to award a sole source contract to Energy Intelligence Group (EIG), for specialized subscription online research tools and retainer advisory services to fulfill ESD mission requirements for daily reporting to the President and members of the U.S. Intelligence Community. EIG will provide IN with up to twelve products on a daily basis: Petroleum Intelligence Weekly, Oil Daily, International Oil Daily, Oil Market Intelligence, Energy Compass, Energy Intelligence Finance, Nefte Compass, World Gas Intelligence, LNG Intelligence, New Energy, and Energy Intelligence Briefing. These products are essential to timely, accurate and comprehensive reporting on energy risk impacts in every global region (e.g. Western Hemisphere, Asia, etc.). The DOE is proposing to award a contract that consists of one base year and four option years. The DOE is using exemption to competition 6. 302-1(a) (2) (ii), One Responsible source. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement. If a firm believes the DOE should not pursue this sole source contract with Haverly Systems, then they should submit a capability statement and pricing information for the requirement within (15) thirty calendar days of publication of this notice. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
