The Naval Air Systems Command (NAVAIR) plans to negotiate a sole source contract with Northrop Grumman Corporation located in Bethpage, NY, to conduct a trade study focusing on control system upgrades for the T56-A-427 engine used in the E-2C Hawkeye 2000 and Advanced Hawkeye weapon system configurations. The study aims to identify and quantify the cost, schedule, and technical requirements related to air vehicle integration associated with various proposed control system modifications. These integration requirements will be combined with inputs from the engine original equipment manufacturer (Rolls Royce) and the propeller original equipment manufacturer (Hamilton Sundstrand) to provide a comprehensive assessment of trade study parameters for each control system option. Northrop Grumman is the sole source for this contract due to its unique position as the designer, developer, and sole manufacturer of the E-2 aircraft, possessing the specialized technical knowledge, data, and resources necessary to meet the Navy’s timeline and requirements. The contract supports the goal of thoroughly evaluating trade-offs among different control system upgrades to ensure optimal integration and performance of the power and propulsion systems on the E-2C platform. This solicitation was posted by NAVAIR under the reference number N00019-03-P2-PJ048 on February 26, 2003.
