AM27-3 Film processing, duplicating and touch up services

The State of Utah, through the Division of Purchasing and the Department of Natural Resources, Division of State Parks, intends to award a sole source contract to Mission Partners Entertainment Group for highly specialized film processing, duplicating, and touch-up services related to the giant screen documentary “Secrets of the Great Salt Lake.” The procurement is justified as a sole source because MPEG is the exclusive holder of the original, uncompressed master footage and proprietary creative work, and no other entity has the technical capability or legal right to access or modify the source files required for post-production. The contract calls for dedicated editing services, editor bay rental with high-throughput storage, post-production supervision including color mapping and sound integration, mastering of 2D and 3D Digital Cinema Packages compatible with giant screen projection standards, audio sync corrections, and secure delivery of digital assets and physical storage drives. The total estimated contract value is $49,000, funded through legislative appropriations, with payment terms of NET 30 via check or ACH to Mission Partners Entertainment Group at 5500 Greenwood Plaza Blvd, Ste 130, Greenwood Village, CO 80111. All services must be completed under F.O.B. Destination, Freight Prepaid terms with no freight charges. The contract requires certification that the vendor is not engaged in an economic boycott or boycott of the State of Israel as defined by Utah Code 63G-27-102, and the vendor must agree not to engage in either boycott for the duration of the contract and promptly notify the state in writing if such action occurs. The vendor must also submit both redacted and non-redacted versions of any challenge to the sole source determination, along with documentation proving the ability to provide a comparable or equivalent service, including cost comparisons if transitional costs are cited as a justification. No competition is allowed unless a valid challenge is received and substantiated during the public notice period ending July 28, 2026.
