AI Contract Overview
This amendment to Solicitation SPE608-23-R-0200 reopens the procurement requirements for JP5 aviation turbine fuel specifically for delivery to Progreso, Mexico, under the BUNKERS SOUTHCOM Purchase Program. It introduces a new line item consisting of 761.18 metric tons of JP5 fuel, to be delivered by tank truck, priced based on the Platts Jet Kero 54 USGC Waterborne index as of November 6, 2025. The amendment sets a cap on ancillary charges, limiting them to no more than 10% of the total contract price per delivery order, with costs exceeding this threshold not reimbursable by the government. The solicitation is now open continuously with successive closing dates through March 31, 2027, allowing the government to issue amendments for additional requirements, providing ongoing opportunities for offerors to compete. Offerors responding to this amendment must submit an updated Offer Data Sheet (Attachment A-2), along with a Certificate of Analysis or Certificate of Quality and a supplier commitment letter, via electronic submission to the designated Bunkers Team email. The amendment includes specific quality assurance provisions aligned with the MIL-DTL-5624X JP5 fuel specifications effective January 2025, ensuring compliance with product standards such as flash point, filtration, and additive requirements. The response deadline is set for February 20, 2026, at 3:00 PM Eastern Time, and all other terms and conditions of the original solicitation remain unchanged and in effect. The contracting office is located at Fort Belvoir, Virginia, with primary contacts provided to assist offerors with inquiries.
