Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.Definition of the requirement Natural Resources Canada (NRCan) requires current and accurate analysis of critical battery minerals, electric vehicle (EV) motor materials, and EV sales as a basis for policy advice for senior management within NRCan and other federal departments. The objective of this requirement is to procure data, analysis and forecasts to provide senior management at NRCan and throughout the federal government with the most up-to-date information on the long-term outlook for electric vehicles (EVs), lithium-ion batteries and charging infrastructure.Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements) NRCan requires comprehensive forward-looking data and analysis of EV sales, lithium-ion battery production and charging infrastructure investment. The data and analysis are required monthly and/or quarterly.Any interested supplier must demonstrate by the way of a statement of capabilities that meets the following requirements:The vendor must provide quarterly long-term electric vehicle (EV) and battery outlooks, including metrics such as market penetration, battery pack size and chemistry by vehicle class, based on robust and informed methodologies. The vendor’s quarterly long-term EV and battery outlooks must include: (i) annual sales by major market and vehicle class to 2040; (ii) weighted average battery pack size by vehicle class to 2040; and (iii) battery chemistry market share by vehicle class to 2040 for cathode chemistries.Vehicle classes covered by the vendor’s quarterly EV and battery outlook must include: (i) passenger cars (PC) and light duty vehicles (LDV); (ii) buses and coaches, and (iii) medium and heavy-duty commercial vehicles.The vendor must provide comprehensive monthly EV and battery data that tracks vehicle sales and battery development on a model-specific basis. The monthly EV and battery data must include information on existing and forthcoming battery electric vehicle (BEV) and plug-in hybrid electric vehicle (PHEV) models. The vendor must track several metrics per vehicle, including (i) battery pack size; (ii) battery chemistry – anode and cathode; and (iii) battery manufacturer monthly sales by model.The vendor must provide a quarterly EV charging outlook, including an analysis of the current and planned technologies at both the vehicle and charger level. The quarterly EV charging outlook should provide long-term forecasts for the major countries or regions, including (i) BEV and PHEV fleet forecast (2023–2030); (ii) EV charging units in operation by technology (2023–2030); (iii) EV charging capex outlook; and (iv) EV charging market value by technology (2023–2030).The vendor must provide quarterly EV motor and systems long-term forecasts for EV penetration, motor technology split, number of motors per vehicle, and average vehicle power by vehicle class. The vendor’s quarterly EV motors and systems long-term forecasts should include: (i) annual electric vehicle sales by major market and vehicle class to 2040; (ii) PC & LDV forecast by OEM to 2030; and (iii) average vehicle power by size and class.Classes covered in the quarterly EV motor & systems long-term forecasts must include: (i)BEV and PHEV passenger car and light duty vehicles (ii) buses and coaches; and (iii) medium and heavy-duty commercial vehicles.The vendor must provide monthly EV motors assessments, based on weighted averages of motor technology demand across vehicle classes.
