Advance Contract Award NoticeAn ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities.If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.2. Definition of the requirementPSPC is involved in document capture and digitization, form processing, OCR and barcode recognition, intelligent document recognition and categorization of unstructured documents. PSPC supports the Digital Canada 150 initiative, a 2013 plan to guide federal departments and agencies into the digital future. The mandate includes the digitization of government documents and support for Open Government and the Accessible Canada Act.In order to meet an increasingly-complex growing demand in a timely and effective manner, PSPC has broadened its document imaging services to provide end-to-end managed services as a Common Service provider to federal government departments and agencies by establishing multi-vendor document imaging contracts. Also, PSPC is constantly looking forward to developing new expertise related to document digitization in order to increase the variety and volume of the imaged documents.PSPC requires expertise and reports in order to maintain its successful position in the market. We also need the reports to direct our actions and support our decisions related to the future of our business. We want to have expert analysis to guide our business towards future needs and industry trends.The reports must include a complete coverage of the world capture software market, an expert analysis of the market and comments on industry, trends, events and any other important information on market development.The work will involve the following:In order to support PSPC’s business and to help plan activities on a short and long-term basis, professional reports, sent in PDF format, are needed, detailing the market for document capture software. The reports need to be used and consulted by at least three users in our organization.The following relevant information is required in the reports:Projection of the total global market over a three-year period with details on the best practices (how to acquire documents, information source, media type, etc.)Information on major vendors with details on their services and location, revenues, strengths, weaknesses, opportunities, threats, expected direction.Sales made and planned for this actual fiscal year per major country/region including (but not limited to): Canada, United States, and Europe.PSPC is looking to have a one (1) contract year plus two (2) option years. The contractor must offer, starting April 1st, 2023 as well as in each of the option years, the following deliverables:These quarterly reports in pdf format via email:Global market report and analysis for the current yearIndustry major vendor report and analysis for the current yearVertical market report and analysis for the current yearUp to eight (8) hours of phone counseling provided by an expert analystOptional deliverable in each year:One optional day on-site visit (8 hours) by an expert analyst for strategy review and market discussion3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:Experience;The resource must have produced an annual analysis of the global document imaging industry in each of the past 10 yearsThe resource must have a minimum of 10 years of experience in global document imaging industry analysisThe resource must have a minimum of 15 years’ experience as an expert analyst in the field of document imaging in the last 25 years.Academic qualifications The resource must have must possess, at a minimum, eitherAn undergraduate degree and 10 years of work experience in the capture field, or15 years of experience in the capture fieldProfessional designation, accreditation, and/or certification The resource must possess, at a minimum, one of the following: vendor certifications or accreditations related to capture products, orwork experience with the Association for Intelligent Information Management (AIIM), oraccreditations with the Association for Intelligent Information Management (AIIM), orat least one (1) published articles or white papers on the capture industry in the last 15 years.4. Applicability of the trade agreement(s) to the procurementCanadian Free Trade AgreementCanada Korea Free Trade Agreement5. Set-aside under the Procurement Strategy for Indigenous BusinessThis procurement is not a set-aside under the Procurement Strategy for Indigenous Business.6. Comprehensive Land Claims Agreement(s)This procurement is not subject to a Comprehensive Land Claim Agreement. 7. Justification for the Pre-Identified Supplier Our business is all about digitalization; we need to have access to the best and latest analysis of the document capture software market. InfoSource is renowned worldwide as being the premier specialist company following the document capture market. We need access to two different things. First one being the worldwide analysis and second one being the access to an expert analyst for consultation.Since our business is always evolving, we need to follow the trends and be up to date on what’s coming up in the document capture software market. Exclusions and/or Limited Tendering Reasons NONE10. Period of the proposed contract or delivery date The proposed contract is for a period of 1 year, from April 1, 2023 to March 31, 2024. The contract period can be extended by two one-year option periods.11. Cost estimate of the proposed contract The estimated value of the contract, including two one-year option periods, is $64,500.00 USD (GST/HST extra).12.
