The City of West Sacramento is soliciting proposals for comprehensive architecture and engineering services to renovate and reconfigure approximately 41,370 to 43,000 square feet of an existing building at 750 Riverpoint Drive to serve as the new Police Department Headquarters. The scope of work includes full building reconfiguration to meet operational needs, HVAC upgrades, ADA accessibility improvements, and mold remediation. A critical component of the project is a seismic upgrade to meet Essential Services Facility classification requirements, which may include the installation of buckling restrained braced frames and reinforced concrete grade beams. The project is supported by several existing assessments, including a Phase I Environmental Site Assessment, a facilities condition report, and an elevator assessment recommending a 600,000 dollar modernization budget. The selection process is based on a combination of attributes, with a heavy emphasis on the firm's experience with public safety facilities, seismic design, and California public agency projects. While the specific contract value for professional services is not disclosed, rough order of magnitude construction costs are estimated between 54.8 million and 64.7 million dollars. The successful consultant will be required to meet a hard design deadline of December 31, 2028. The contract term may last up to three years, with the possibility of two one-year extensions. Compliance requirements include adherence to the Davis-Bacon Act, prevailing wage standards, and federal award provisions under 2 C.F.R. Part 200. Proposals are due by October 23, 2026, via the city's e-Procurement Portal.
