Architecture & Engineering Services - Police Department Headquarters

The City of West Sacramento is soliciting proposals from qualified Architecture and Engineering firms for the renovation of a 100,000 square foot building at 750 Riverpoint Drive to serve as the new Police Department Headquarters. The current project scope focuses on the renovation and reconfiguration of approximately 41,370 to 43,000 square feet, including full upgrades to HVAC, electrical, plumbing, and low voltage systems, as well as site improvements to lighting, utilities, and EV charging infrastructure. The selected firm must ensure the facility meets Essential Services Facility seismic classification requirements and ADA accessibility codes. Technical assessments have already identified critical needs, including a recommended 600,000 dollar elevator modernization, seismic retrofitting with buckling restrained braced frames, and mold remediation. Rough Order of Magnitude cost estimates for the overall construction range from 54.8 million to 64.7 million dollars. Proposals are due by October 23, 2026, via the City's e-Procurement Portal. The evaluation process is points-based, weighing firm qualifications, key personnel, technical approach, project schedule, and references at 20 percent each, with references at 10 percent. A critical requirement is the identification of a dedicated Information Technology and low voltage infrastructure subject matter expert. The contract includes a non-negotiable hard deadline of December 31, 2028, for all design documents to be 100 percent complete and submitted for permits. The initial contract term may last up to three years, with the possibility of two one-year extensions. Awardees must comply with federal award requirements, prevailing wage standards for public works, and the City's standard insurance and licensure mandates.
