Arterial Street Sweeping Services

The City of El Mirage, Arizona, is soliciting proposals under RFP EM26-ASS01 for Arterial Street Sweeping Services to maintain roadway cleanliness and support stormwater quality goals. The contract consists of an initial three-year term with the option for two one-year extensions. The selected vendor must provide all personnel, equipment, and supervision to sweep designated arterial streets, including gutters, medians, and intersections, on a four-week cycle. Key operational requirements include a minimum of two dustless machine sweepers from 2009 or newer that comply with SCAQMD Rule 1186, a maximum sweeping speed of 8 mph, and a one-hour response time for emergency call-outs. The contractor is also required to maintain an office and dispatch center within the Phoenix Metropolitan area and provide a secure, internet-accessible Automatic Vehicle Location system for City monitoring. Proposals must be submitted electronically via the City's eProcurement Portal by 8:00 am on Tuesday, October 13, 2026. Evaluation will be based on the responsiveness of the offeror, with the possibility of oral presentations where interview scores may become the sole determining factor for selection. Payment is based on the total number of centerline miles swept for regular services and actual hours spent for emergency call-outs, with electronic monthly invoicing required.
