This BPA is not a binding financial commitment but serves as an overarching mechanism to facilitate future delivery orders for heating fuel to U.S. government-owned residences in the Brussels-Capital Region. BPA call orders will be issued as needed during the agreement’s term, with deliveries required to meet both scheduled and emergency 24-hour response timelines. Contractors must provide all labor, equipment, materials, and transportation to ensure uninterrupted heating service while strictly preventing spills, damage, and safety hazards. The work must comply with the Federal Acquisition Regulation, Department of State policies, and all applicable environmental, hazardous materials, and transportation safety laws. Offers must be submitted electronically via email to BrusselsBids@state.gov with the exact subject line referencing the solicitation number by May 9, 2026, at 14:00 CET, and must not exceed 45 MB in size. All offerors must be registered in the System for Award Management (SAM.gov) and possess a valid NCAGE code, a prerequisite for any business exceeding $40,000 in government contracting.
