Caretaker and Property Section Support Services

The U.S. Consulate General Munich, under the US Embassy Berlin, is soliciting proposals for caretaker and general laborer services to support the Central Office Building in Munich, Bavaria. The contract requires one dedicated staff member working 30 hours per week, Monday through Friday from 07:00 to 13:00. The scope of work is divided into two primary areas: grounds caretaking and gardening for approximately 4,500 square meters of land and public sidewalks, including winter snow and ice removal, and general labor support for the Property Section, which involves furniture moves, warehouse trips to Maisach, and event setup. The contract consists of a 12-month base period with one option year. In addition to scheduled hours, the government may request Temporary Additional Services for extra staffing during official hours or weekday event support between 13:00 and 20:00. Performance is measured by strict responsiveness standards, requiring urgent work to begin the same day and routine tasks to be completed within three working days. The contractor must provide a bilingual Project Manager fluent in English and German and ensure all operations comply with German labor, workplace safety, and accident insurance regulations. Proposals must include a detailed work plan covering daily routines, seasonal gardening, and backup staffing. The contractor is responsible for providing all uniforms and safety gear. Evaluation and acceptance of services will be managed by the Contracting Officer's Representative through monthly reports, daily logs, and unannounced quality checks.
