RFQ: 19NL80-26-Q-00014 Specialized Janitorial Services - Health Unit

The U.S. Embassy in The Hague is soliciting proposals for specialized janitorial services at its Health Unit under a firm-fixed-price contract with the solicitation number 19NL80-26-Q-00014. The contract requires comprehensive cleaning services in a healthcare environment, adhering to strict hospital-grade standards, with all cleaning products required to be EPA- or EU Biocidal Products Regulation-compliant and proven effective against specified pathogens. Technical acceptability depends on organizational qualifications, technical capability, past performance, and successful attendance at the mandatory site visit. Performance must occur Monday through Friday during standard business hours (8:00 AM to 5:00 PM) without disrupting operations, with daily cleaning logs required and submitted with monthly invoices. The Government will conduct random inspections and require correction of any deficiencies within 24 hours; three or more unresolved deficiencies in 30 days may lead to termination. Contractors must ensure all personnel obtain security clearance through the Regional Security Officer and submit personal details for screening within five business days of request, with replacements required within ten days if clearance is denied. Contract options for up to three additional years are available, exercisable at the Government’s sole discretion based on performance, need, and funding.
