Catering Services

The Department of National Defence is seeking contractors to provide comprehensive catering services for the Leadership Enhanced Training Session and Advanced Enhanced Training Session, scheduled for 2–17 July 2026 in St. John’s, Newfoundland and Labrador, with primary operations at HMCS Cabot. The contractor must deliver breakfast, lunch, boxed lunches, and supper meals for youth participants aged 12–18 and adult supervisors, including all necessary food preparation, beverages, cutlery, condiments, napkins, and dietary accommodations, with strict adherence to food safety regulations and a mandatory avoidance of peanut, tree nut, and shellfish contamination. Services must align with the Statement of Work and industry quality standards, and all personnel involved must hold valid food handling certifications. Proposals must be submitted electronically via the SAP Business Network by 14:00 Atlantic Time on 18 June 2026, with submissions limited to 5 megabytes per file in standard formats such as PDF, DOCX, or XLSX, and must include both technical and financial components, along with required annexes including the Offer Submission Form, Offeror Declaration Form, Statement of Work, and Basis of Payment documentation. The contract follows a Lowest Price Technically Acceptable evaluation model, where technical compliance with mandatory criteria—including demonstrated experience, valid certifications, and delivery capability—is assessed on a pass/fail basis before financial evaluation, where the lowest price among compliant offers determines award. No contract value is specified due to blank pricing tables, and no CLIN or SLIN data is provided. The Department retains the right to inspect and accept all services, with full authority vested in the government, and requires proactive disclosure of any contracts involving former public servants who received pensions or lump sum payments. Contractors must also adhere to the Federal Contractors Program for Employment Equity, certify compliance with international sanctions, anti-forced labour provisions, and the Procurement Code of Conduct, and declare that no bribes, contingency fees, or conflicts of interest exist. Records must be retained for seven years after final payment. The Contracting Authority is Doreen Vincent, and the Project Authority is Lt(N) Deeann Prowse, both based in Gander, NL. Proposals may be submitted in either English or French, and while no security clearances or contract options are required, subcontractors must comply with all prime contract obligations.
