The project consists of the construction and operation of a City-owned 1.815 megawatt ground-mount solar photovoltaic system (utility and transmission facilities) that will be located in a 2.1 acre (91,773 square-feet) area of a 219 acre parcel sited within Pomeroy Canyon and the southern portion of the Verdugo Mountains. The Brand Park Solar Photovoltaic System Project is located in the Special Recreation (SR ) Zone and includes construction of 3,300 ground mounted modules (PV panels), transformers and inverters and combiner panels extending to an approximate height of 6 feet and 6 inches (Project). The Project will be constructed above an inactive landfill that consists of a manufactured flat pad and does not involve grading (cut and fill of material); however, is anticipated to involve minor site preparation to level the surface of the existing previously graded closed landfill site. The Project is proposed on City-owned property located above Brand Park and along the existing access road. Electrical distribution lines will be installed overhead mounted on a series of new wood utility poles in or adjacent to existing access road.
