The National Library of Medicine (NLM) at the National Institutes of Health (NIH) is seeking to contract a Senior Applications Engineer with specialized expertise in the NIH Electronic Council Book (ECB) and Query/View/Report (QVR) systems, which support NIH grant reporting requirements. The role demands a deep understanding of the MVS OS/390 environment and the ability to provide Tier 3 technical support for complex issues beyond the capability of the standard helpdesk. The contract is set for a 12-month period, beginning on September 14, 2007, and ending on September 13, 2008. Janowitz, the only known individual qualified to fulfill these requirements. While this is not a competitive solicitation, other parties who believe they can meet the specified requirements may submit a detailed statement of capabilities and supporting documentation by the specified deadline. The government retains sole discretion to decide whether to proceed with a competitive procurement based on the responses received.
