Notice of Intent to Sole-Source: The 4th Contracting Squadron at Seymour Johnson AFB, NC intends to award a non-competitive firm fixed priced purchase order to Kaeser Compressors. This requirement is to perform preventative maintenance on preexisting Kaeser SK15T. The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 2304(c)(1) and RFO Part 12.102(a). 


The Kaeser SK15T system at Seymour Johnson AFB is a critical life-support asset producing breathing air that must strictly adhere to OSHA 29 CFR 1910.134 Grade D air quality standards. Kaeser Compressors is the Original Equipment Manufacturer (OEM) of the installed SK15T system. The required maintenance services are highly specialized and unique to the OEM's strict engineering tolerances. The maintenance procedures require proprietary OEM calibration protocols and specialized, certified testing equipment to ensure zero contamination of breathing air. Non-OEM certified technicians do not possess the proprietary testing instrumentation required to validate air safety limits post-maintenance.


The SK15T system utilizes the proprietary Kaeser SIGMA CONTROL 2 micro-processor controller. Access to system diagnostics, proprietary firmware updates, alarm history decryption, and system parameter resets requires Kaeser-proprietary software and diagnostic interface tools.
