Notice of Intent to Sole Source This is a Special Pre-Solicitation Notice for a prospective Fiscal Year 2026 Sole Source Award. This is not a Solicitation. The Veteran s Affairs (VA) Office of Acquisition, Logistics, and Construction - Office of Research and Development, Regional Procurement Office East headquartered in Pittsburgh, PA intends to negotiate a sole source award to THUNDERCAT TECHNOLOGY LLC, (with address 11190 Sunrise Valley Drive, Suite 200, Reston, VA 20191-4393) for follow-on High Performance Computing (HPC) Services that will focus on the VA Boston Health Care System s NeRVe (Neuroimaging Research for Veterans Center) & TRACTS (Translational Research Center for TBI (Traumatic Brain Injury) & Stress Disorders) programs. These services are currently being provided to this juncture. All necessary Office of Research & Development (ORD) and other approvals are obtained. These HPC Services maintain the NeRVe and TRACTS s Enterprise Architecture, which is an electronic system used by VA Boston to maintain themselves as a premier research facility in the VA ORD Community. Due to the past development and integration efforts from the Contractor s past performance and their intricate and specific knowledge, skillset, and experience, particularly involving the Veterans Health Administration, this system has only been worked on by this Source, and they are the Sole Source required to render these services. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/. The applicable NAICS code is 518210; with a $40.0M Size Standard. The PSC is DB01. The Authority for this action is Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulations (FAR) 6.103-1; Only one responsible source and no other supplies or services will satisfy agency requirements. As stated earlier, this Notice is not a solicitation, and it is not a request for competitive proposals. However; capability statements with supporting documentation for equal/better services, may be sent to the Contracting Office no later than Friday, September 18th, 2026, by 9:00 AM EST.
