DCR-NH Tree Planting & Post Planting Establishment Services

The Virginia Department of Conservation and Recreation is seeking a qualified contractor to provide a turnkey solution for tree planting and post-planting establishment services at the Lyndhurst Ponds Natural Area Preserve in Augusta County. The scope of work includes the precise planting of approximately 4,900 bare-root tree and shrub seedlings across 25.2 acres, with all installation work to be completed by December 31, 2026. Following the initial planting, the contractor will provide two years of maintenance during 2027 and 2028, consisting of high-clearance brush hog mowing and targeted foliar herbicide application. Technical specifications are stringent, requiring a strict 15 by 15 foot grid pattern, vertical alignment with a maximum lean variance of 20 degrees, and the counter-sinking of 5-foot tubes 1 to 3 inches into mineral soil. J-rooting is classified as a major disqualifying defect. The contract is a Small Business Priority Set-Aside, with award priority given to DSBSD-certified micro and small businesses. The award will be granted on a grand total basis to the lowest responsive and responsible bidder who is eVA-registered and meets all technical requirements. Administrative requirements include a two-year warranty on materials and equipment, a prohibition on on-site burning of waste, and a requirement for equipment to be power-washed and certified free of debris prior to arrival. Bidders must submit all pricing via the eVA items tab and include the Vendor Data Sheet Attachment C and applicable licenses. Payment terms are set at 30 days after invoice delivery. Quality will be monitored by DCR staff through standardized inspection plots conducted every 2 to 5 acres, with the contractor bearing full financial responsibility for any required corrective replanting.
