DDE REP/DEP NSS Catering FY26

This contract is a firm-fixed-price, non-personal services solicitation for catering services to support the U.S. Army War College’s National Security-Resident Education Program and National Security-Distance Education Program during June 2026 at Carlisle Barracks, Pennsylvania. The contractor is responsible for providing all personnel, equipment, supplies, transportation, and consumables necessary to prepare and serve lunch and dinner for up to 168 and 96 individuals per session, respectively, across multiple meal events over a three-day period for each program, along with breakfasts and breaks. Services must adhere strictly to the Performance Work Statement and Quality Assurance Surveillance Plan, including professional presentation, use of upscale or non-plastic service items, proper labeling of food for allergens, adherence to sanitation standards, and staff grooming and uniform requirements. The contract spans a performance period from June 1, 2026, to September 1, 2026, with deliveries and services performed at designated locations on the installation, including Root Hall, LVCC, and AHEC, under FOB Destination terms. All payment requests must be submitted electronically through Wide Area WorkFlow, and invoices are to be directed to the Directorate of Contracting at Carlisle Barracks. The award will be made using the Lowest Price Technically Acceptable method, prioritizing technical acceptability over cost, with price evaluated for reasonableness and balance. Offerors must submit proposals in three separate volumes: Volume 1 containing representations and certifications including UEI/CAGE code disclosures and size status, Volume 2 detailing the technical approach without pricing, and Volume 3 as a standalone PDF with bottom-line pricing. Security requirements include mandatory Anti-Terrorism Level I training for all personnel within 30 days of hire, compliance with installation access protocols and OPSEC policies, and adherence to physical security standards per AR 190-13. The contract incorporates numerous FAR and DFARS clauses covering subcontracting, cybersecurity, sustainable products, equal employment opportunity, prohibitions on contracting with inverted domestic corporations and entities linked to the Maduro regime or Xinjiang, and requirements for whistleblower protections and payment integrity. Contractors must ensure full compliance with all federal regulations and be prepared for government inspection and acceptance by the Contracting Officer’s Representative at the Installation Property Book Office.
