Decision Lens Software Licenses

The U.S. Army Mission and Installation Command at Fort Eustis has awarded a noncompetitive, sole-source call under the Department of Defense’s Enterprise Software Initiative Blanket Purchase Agreement N6600121A0031 to Carahsoft Technology, Corp., for the procurement of Decision Lens Software Licenses to support the U.S. Army Transformation and Training Command. The contract is structured as a five-year Firm-Fixed-Price agreement with a one-year base period and four one-year options, totaling a potential value of $9.6 million, with each annual license costing $1.89 million. The software provides a unique, FedRAMP-authorized cloud-based decision intelligence platform utilizing Analytical Hierarchy Process and Analytical Network Process methodologies, enabling real-time collaborative planning, scenario modeling, resource optimization, and virtual voting for complex institutional training, MILCON, and Program Objective Memorandum development. No viable alternatives exist under FedRAMP authorization, justifying the use of GSA Manual 538.7104-4 and 41 U.S.C. 4106(c)(2) for sole-source acquisition. The solution is CAC-enabled and requires integration with existing DoD systems, delivered entirely through a secure web portal with no physical goods or packaging requirements. Annual deliverables include unlimited user licenses, access to Decision Lens University for role-based certification and training, full technical support, and membership in a user community. Performance occurs virtually at Fort Eustis, Virginia, with acceptance confirmed by Government personnel through formal technical and requirements certifications. Funding comes from Fiscal Year 2026 Operations and Maintenance, Army funds, overseen by the MICC-Fort Eustis, with David Clark as the Contracting Officer and no designated COR or COTR identified.
