DLA FAMILY DAY EVENT PLANNING & OPERATIONS - FT BELVOIR MWR

The Defense Logistics Agency Family & Morale, Welfare, and Recreation is seeking qualified offerors to provide comprehensive event planning and operational services for the Andrew T. McNamara Headquarters Complex Family Day event at Fort Belvoir, Virginia, under solicitation NAFUA1-26-Q-0008. The event, scheduled for June 25–26, 2026, is designed to accommodate over 5,000 attendees under the “Americaz50” theme and requires full execution of logistics, staffing, safety management, and site restoration. Key deliverables include a mandatory Kid Zone featuring ten caricature artists and inflatable attractions, a dunk tank, water stations, tents, and trash management supplies, all overseen by a qualified Event Manager with at least five years of experience managing large-scale family events. The contract is a Firm-Fixed-Price award, with an estimated value range of $40,000 to $50,000, and selection will be based on best-value tradeoff, where technical approach and past performance are significantly more important than price. Offerors must submit a single PDF proposal divided into three volumes—Price, Technical, and Past Performance—with strict page limits and formatting requirements, and must demonstrate the ability to provide Commercial General Liability Insurance naming DLA and USAG Fort Belvoir as additional insureds. The solicitation is governed under Nonappropriated Fund Instrumentality (NAFI) authorities, which means no appropriated federal funds are involved and the Contract Disputes Act of 1978 does not apply; all claims must be submitted directly to the Contracting Officer. Contractors are responsible for all personal injury or property damage caused by their personnel or equipment and must indemnify the government. Specific clauses require adherence to strict behavioral standards, including a complete prohibition on alcohol, illegal drugs, profanity, gambling, and political or religious discussions on-site. Insurance requirements include Workers’ Compensation per state law, Employer’s Liability of $100,000, Automobile Liability of $1 million per occurrence, and General Liability of $2 million per occurrence, with certificates due no later than ten days before the contract start date. Subcontractors must meet the same insurance and compliance requirements. Evaluation criteria prioritize technical quality and proven experience with similarly sized events, supported by a detailed staffing and safety plan.
