Emergency Sewer Services Including Sewer Pump Stations

The Town of Berlin, Connecticut, is soliciting proposals for a two-year contract for emergency sewer services, including sewer pump station activities, with an anticipated start date of January 1, 2027. The scope of work requires a qualified contractor to provide labor and equipment on an hourly basis for core services such as cleanup and jetting of sewer mains, pumping sewage from pump stations, pulling sewer pumps for repair or replacement, sewer line camera work, and easement clearing and brush hogging. The selected firm must provide a qualified superintendent, who should be a principal of the firm, for each job and ensure all primary equipment is readily available. Proposals are due by October 1, 2026, and must be submitted electronically via the OpenGov procurement portal. To be eligible, contractors must hold a State of Connecticut P-7 license and provide a comprehensive proposal package including a pricing table, three references, a certificate of insurance, and a sample billing format. Award selection is based on the Town's best interests, evaluating factors such as experience with similar Connecticut municipalities, responsiveness to RFP requirements, reference quality, and cost competitiveness. The contractor must maintain significant insurance coverages, including at least one million dollars for worker's compensation, comprehensive general liability, professional liability, umbrella liability, and comprehensive automobile liability. All work must comply with federal and state laws, including OSHA standards, and the contractor is responsible for providing all necessary traffic controls and safety equipment. The Town is exempt from federal excise taxes and Connecticut sales and use taxes, which should be excluded from the proposed pricing.
