THIS IS NOT A REQUEST FOR QUOTE – This is a Notice of Intent of the Government’s intent to issue a Sole Source Award contract to Magellan Federal, Inc., for Employee Assistance Programs (EAP) & Work-life Services


The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate (WHS/AD) intends to award a sole source Firm-Fixed Price (FFP) and Time and Material (T&M) 5-month bridge contract to Magellan Federal, Inc., 2800 Shirlington Road Suite 350, Arlington VA22206, for Employee Assistance Programs (EAP) & Work-Life Services on behalf of the Defense Civilian Personnel Advisory Service (DCPAS).  These services support and enhance mission goals and objectives by ensuring the safety and welfare of its employees. It is the responsibility of DoW, through WHS/AD, to implement and oversee EAP and Work-Life services. Delivery of services will assist DoW federal civilian employees in achieving increased job performance through resolution of presenting issues and the prevention of the recurrence of these issues.


The Period of Performance will be from July 10, 2026, through January 9, 2027, consisting of three months base and a three month option period.


This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) clause 6.302-1 “Only one responsible source and no other supplies or services will satisfy agency requirements.” The contract is intended to continue the requirement for Employee Assistance Programs (EAP) & Work-Life Services while a new long-term contract is being procured.  The primary North American Industry Classification System (NAICS) code 624190 - Other Individual and Family Services, with a Size Standard of $16,000,000, PSC: Q201- Medical – Health Care.
