Solicitation # N4571A-26-R-0016
Solicitation N4571A-26-R-0016 is an Invitation for Bid issued by the Commander Navy Installations Command for SECO IT services. The contract focuses on the development, management, and sustainment of the SECO hosting and infrastructure environment, including application maintenance, help desk support, and database management for military spouse resources. The successful contractor will operate within a Government-furnished AWS GovCloud IL4 environment and must provide 24/7/365 operations and maintenance support. The procurement is funded through Nonappropriated Funds and is structured as a firm-fixed-price contract consisting of a one-year base period and four one-year option periods. The award will be based on the best overall value, with technical capability rated as significantly more important than past performance, and combined non-price factors weighted equal to price. Technical proposals are subject to a 30-page limit and a five-tier adjectival rating scale, where an unacceptable rating for technical capability results in immediate disqualification. Key requirements include compliance with DoD Zero Trust mandates, mapping personnel to the DoD Cyber Workforce Framework, and maintaining certifications per DoD 8140.03. Following several amendments, the final proposal submission deadline is September 28, 2026, at 10:00 am CT. Proposals must be submitted electronically in three separate volumes: a technical proposal, a price proposal, and independent past performance questionnaires.
