Safe Helpline Sources SoughtThe Defense Human Resources Activity is conducting market research through a Sources Sought Notice to identify interested and capable vendors for providing Safe Helpline services, which currently are delivered by the Rape, Abuse and Incest National Network (RAINN). This effort involves securing a contractor capable of offering secure, confidential, and anonymous support services for victims of sexual assault on a 24/7/365 basis, accessible globally via multiple communication channels such as online chat, phone, text, mobile apps, and group chat. The service must operate on a secure Software-as-a-Service (SaaS) platform with trauma-informed design tailored for victims, including customizable interfaces for both users and staff, and incorporate regular assessments for platform enhancements. Interested parties must be registered in the System for Award Management and provide an eight-page unclassified capability statement detailing company information, socio-economic status, teaming or subcontracting plans, and expertise aligned with the draft Performance Work Statement. Critical competencies include proficiency in trauma-informed care, crisis intervention, development of training services, data capture and analysis while ensuring anonymity, and familiarity with Department of Defense sexual assault prevention policies. This Sources Sought is solely for information gathering; it does not constitute a formal solicitation or commitment by the government to purchase services, nor will proposals be accepted at this stage. Responses will help determine appropriate solicitation and small business participation strategies, with submissions due by July 15, 2026. The government will not reimburse costs for responding, and proprietary information will be handled confidentially.

The Department of the Air Force, through the 771st Enterprise Sourcing Squadron at Wright-Patterson AFB, is conducting a sources sought notice for the Family Advocacy Program (FAP) to gather early market research from industry on their capabilities and interest in providing comprehensive, evidence-based personal and non-personal services. These services are designed to support service members and their families across more than 76 installations, both CONUS and OCONUS, covering approximately 2.6 million Department of the Air Force families. The core focus areas include domestic and child abuse prevention and education, behavioral challenges in youth, victim advocacy and crisis intervention, clinical assessment, counseling and case management, and new parent support through home visitation programs. The current phase is to better understand how industry providers manage and execute these complex support services in demanding environments similar to the military’s. This amendment introduces a PDF version of the original Sources Sought notice that includes an additional question for respondents. Interested companies are requested to submit white papers detailing their operational approaches and complete an online survey by the deadline of June 6, 2026. The solicitation is set aside entirely for small businesses under NAICS code 624190. Final contract details and a comprehensive Performance Work Statement will be provided with the future formal solicitation. The point of contact for inquiries is Sandy Thompson, supported by Michaela Desch, both accessible via provided email and phone contact information at Wright-Patterson AFB.

AMENDMENT0001 FAP2026SS

The purpose of this amendment 0002 is to incorporate a revised PDF version of the Sources Sought.  This RFI revises the following information "List only contracts for which the respondent served as the prime contractor or first Tier Subcontractor for the last three years for family advocacy services" to allow for first Tier Subcontractor submission of experience.

771ST Enterprise Sourcing Squadron (771 ESS) at Wright-Patterson AFB is releasing this RFI on behalf of the Department of the Air Force (DAF) Family Advocacy Program (FAP). The purpose of this RFI is to assist the Government in conducting early market research to gain an understanding of industry’s capability and interest in supporting a requirement of this nature.  A brief description of the performance objective is below:

The Government requires comprehensive, evidence-based Family Advocacy personal and non personal services to support service members and their families covers over 76 installations (59 conus/17OCONUS and 2.6M DAF Families). Core mission areas typically include,

  • Behavorial Challenges in youth and children
  • Victim advocacy and crisis intervention.
  • Clinical assessment, counseling, and case management.
  • New parent support and home visitation programs.

** These performance objectives are for example only to allow contractors to have a basic idea of this requirement.  A final Performance Work Statement will accompany the solicitation in the future with the total requirements for this service. **

The Government is currently conducting market research to understand how industry providers structure, staff, and execute these complex, high-stakes support services in military or similarly demanding environments.

The Government requests that interested companies provide white paper detailing their operational approaches and complete the survey at the following link
