The Department of the Air Force, through the 771st Enterprise Sourcing Squadron at Wright-Patterson Air Force Base, is conducting market research under the solicitation number FAP2026SS to better understand industry capabilities and interest in providing comprehensive, evidence-based Family Advocacy Program services to support over 2.6 million Department of the Air Force families across more than 76 installations, including 59 in the continental United States and 17 overseas. This request for information is not a formal solicitation but a sources-sought initiative aimed at gathering operational insights from industry providers on how they structure and deliver services related to domestic and child abuse prevention and education, behavioral challenges in youth and children, victim advocacy and crisis intervention, clinical assessment and counseling, case management, and new parent support and home visitation programs. The performance objectives outlined are for illustrative purposes only, with a final Performance Work Statement to be included in a future formal solicitation. The effort is structured as a total small business set-aside under NAICS code 624190, and only small businesses are eligible to respond. Respondents are required to submit a white paper detailing their operational approaches and complete an online survey, while also providing corporate information including company name, point of contact, CAGE code, UEI, and UID, along with certifications for any applicable socioeconomic programs such as 8(a), HUBZone, Women-Owned, Veteran-Owned, or Service-Disabled Veteran-Owned Small Business status. Companies must also disclose their Cybersecurity Maturity Model Certification (CMMC) compliance level. Amendment 0001 clarifies that experience as a first-tier subcontractor on prior family advocacy contracts may now be included in submissions, expanding the range of eligible respondents. Responses are due by June 6, 2026, and must be submitted via the designated government survey link. No pricing, contract values, delivery schedules, or formal contract clauses are included at this stage, as this phase is strictly for market research and capability assessment.
