Family Connection Services at Rock Island Arsenal - Amendment 0001

The U.S. Army Garrison Rock Island Arsenal is soliciting a single firm-fixed-price contract for Family Connection Services to support military families under the Family Advocacy Program. The objective is to provide direct, in-person group-based services, including weekly Discovery Time parent/child play groups, monthly enrichment activities, and quarterly parenting classes for active duty, National Guard, Reserve service members, and their eligible dependents within a 30-mile radius of Rock Island Arsenal. The estimated workload is 50 to 60 hours per month. The period of performance begins with a base period from August 1, 2026, to May 31, 2027, with multiple option years extending the total duration up to five years and four months, plus a potential six-month extension. Award will be based on a comparative evaluation of price and other factors, where personnel qualifications serve as a pass/fail gate. Qualified staff must possess a bachelor's degree in social work, psychology, human services, or family services, a valid Parent Educator certification, and at least two years of experience working with families. Preference will be given to personnel and offerors with a demonstrated familiarity with the military system and experience supporting military installations. Contractors must adhere to strict pre-employment screening, including background checks via the National Sex Offenders Registry and State Child Abuse Registry.
