Public Health Workforce Development
Solicitation # 6303
The City of Hartford Department of Health and Human Services is seeking a qualified contractor for solicitation 6303, titled Public Health Workforce Development. The objective is to implement a comprehensive strategic initiative to strengthen organizational capacity, improve service delivery, and expand community impact. The project is structured into four distinct phases: an initial organizational assessment to identify operational gaps, the integration of health equity lenses into policies and programs, a workforce capacity assessment to address recruitment and skill gaps, and the final development of an integrated implementation roadmap by month eight. Key deliverables include a gap analysis report, a workforce development and training plan, and a monitoring and evaluation framework. The selection process is based on a weighted evaluation where experience and qualifications account for 15% and the cost proposal accounts for 15%. The City reserves the right to award the contract based on its best interests rather than price alone. Successful bidders must adhere to strict compliance standards, including providing an equal opportunity affidavit and maintaining required insurance. Preference may be given to City-based SC/MWBE certified small businesses, who may be selected if their bid is within 15% of the lowest bid and they agree to match that price. Payment terms are set at 30 days following the receipt of an acceptable invoice. The response deadline is November 19, 2026, and all communications are managed through the City of Hartford's procurement portal.

The Jordan School District is seeking proposals from qualified, licensed employee insurance and benefit consultants or brokers to assist in managing and enhancing its employee health and welfare benefit programs. The selected firm will review current plan designs, identify competitive options, and provide ongoing strategic recommendations to optimize district-wide benefit offerings, including support for open enrollment, legal compliance, wellness strategies, and cost management. The contract is anticipated to last one year with the possibility of four additional one-year renewals, and all pricing must be guaranteed for three years, with provisions for price adjustments under specified conditions. The procurement process emphasizes comprehensive evaluation based on technical expertise, staff experience, past performance, and cost, with a clear preference for the most advantageous, best-value proposal rather than solely the lowest bid. All contractual and procurement terms are governed by the Jordan School District’s standard purchase order terms (Attachment A), Utah procurement laws (UCA Chapter 63G-6a), and applicable rules. The contract incorporates specific clauses on confidentiality, boycott restrictions, conflict of interest, and insurance requirements. Proposals must adhere to strict formatting guidelines, including tabbed sections, and be submitted electronically via the U3P Bonfire portal along with five hard copies before the September 17, 2025 deadline. The process includes multiple evaluation stages—responsiveness screening, technical scoring, interviews, and fee assessment—with the award based on a balanced consideration of technical merit and cost to ensure the best value for the district. The contract also stipulates detailed provisions for delivery, inspection, and acceptance, requiring goods and services to conform to the purchase order and be subject to inspection at times and locations determined by JSD, with title passing upon acceptance at the final destination.
