The contract involves guiding the City of Olean through the process of obtaining FEMA accreditation for its levee system, in accordance with 44 CFR NFIP Regulation 65.10. The engineering firm will begin by collecting all relevant data from sources such as the City, FEMA, NYS DEC, and the Army Corps of Engineers. Following data collection, the firm will analyze the information to assess whether each segment of the levee system meets FEMA certification standards. Based on this analysis, a needs assessment will be prepared, outlining which segments are compliant, which require additional information or upgrades, and estimating the costs associated with bringing non-compliant segments into compliance. The final deliverable will be a comprehensive engineering report that consolidates data, analysis, deficiencies, recommended improvements, and cost estimates to achieve FEMA accreditation. The project is scheduled for completion by November 13, 2024, and is a single, non-set-aside contract with a value estimated between $500,000 and $1,500,000. It is located in Cattaraugus County, NY, specifically in Olean. The contract does not prioritize service-disabled veteran-owned or minority/women-owned subcontracting goals. The primary point of contact is Brad Camp, the Water & Sewer Superintendent, who can be reached via email or phone for further information. The project aims to facilitate the city’s continued progress toward levee accreditation before new flood insurance rate maps are issued, ensuring the levee system's compliance and safety.
